Mutant Menace (Black-Green-Blue) deck, which incorporates Fallout's dangerous and strange mutated creatures, such as this deck's commander, The Wise Mothman. Play creatures, then buff them with counters and proliferate. Irradiate yourself and your opponents using the new rad counters (player counters that mill and damage you). Our first Commander The Wise Mothman is a 3/3 Insect Mutant with Flying.
Whenever The Wise Mothman enters or attacks, each player gets a rad counter.
Whenever one or more nonland cards are milled, put a +1/+1 counter on each of up to X target creatures, where X is the number of nonland cards milled this way.
The second Commander The Master, Transcendent is a 2/4 Artifact Creature Mutant.
When The Master enters, target player gets two rad counters.
Tap: Put target creature card in a graveyard that was milled this turn onto the battlefield under your control. It's a green Mutant with base power and toughness 3/3. (It loses its other colors and creature types.)
